Trump's Woke Alarm Overlooks Europe's True Threat: Technological Decline.

The recent US security policy document presents a misguided view of Europe. The document asserts that unrestrained immigration and so-called "woke" policies represent an grave risk to the continent's identity. Yet, this argument rests on a serious misreading of the reality. The actual danger facing Europe is not cultural but technological and economic backwardness.

A Glaring Growth Gap Separating Europe and the US

The data reveal a stark picture. From 2008 and 2023, American economic output surged by 87%, while a mere thirteen and a half percent growth for the European Union. During this time, EU GDP per capita dropped from over three-quarters to just 50% of the US level. Strikingly, even the poorest US state now has a higher per capita income than several leading European economies like Italy and France.

Currently, about 50% of the global 50 largest technology firms are American, while only four are European.

The Technological Deficit: The Core Problem

This widening economic gap is driven by superior efficiency gains in the US, largely due to breakthroughs and higher total factor productivity. The scene of world technology leadership is overwhelmingly American. Over the past fifty years, hundreds of American startups have grown into companies valued at over $10bn, compared with just 14 in the European continent.

This disparity prompts a vital issue: In the race for tomorrow's sectors like AI, semiconductors, and quantum computing, where does the EU stand? Experts widely concede it is essentially a two-horse race between the US and China, with Europe entering at a clear handicap.

Underlying Factors of Europe's Innovation Gap

A number of key reasons account for this technological divide.

  • Financing Ecosystem: The United States has a much more robust and more dynamic network for financing new ventures. The EU has yet to establish a genuine unified investment market, which limits the scale of emerging companies.
  • Regulatory Fragmentation: Complex and divided rules hinder Europe. A American entrepreneur can introduce a service under a single set of laws to access a consumer base of hundreds of millions. The EU, despite a bigger population size, is divided among 27 separate regimes, creating significant internal barriers.
  • Mindset Differences: Attitudes toward entrepreneurial failure differ sharply. In some EU nations, a startup's collapse was historically viewed with penalties, whereas in the US, it is often considered a valuable lesson.
  • Military Investment: The United States enjoys a tightly woven innovation pipeline linking defense and academia. The continent's chronic underinvestment in military capabilities has eroded its ability in pioneering research.

A Path Forward: Reasons for Cautious Optimism

Despite these challenges, there are causes for hope. Policymakers are growing more conscious of the existential challenge and have begun to propose serious reform. Notable analyses on European competitiveness and the internal market point to the need for major reforms.

With the right incentives and regulatory reforms, these assets might enable far greater degrees of business-led breakthroughs.

The continent retains considerable strengths: skilled workforce, top-tier schools and universities, and world-class research institutions. Alongside a large internal market and substantial household savings, these foundations have the potential to unleash a surge of venture creation.

Crucially, even if Europe does not become the leader in creating cutting-edge technologies, it can still dramatically boost productivity by adopting and adapting advancements from other regions.

An Inflection Point

The European Union now faces a decisive moment. As the saying goes, decline often happens "slowly, then all at once". To date, the continent's technological decline has been steady. However, without decisive action to address its deep-seated problems, today's gradual weakening could give way to a rapid and permanent loss of global economic relevance.
